Assoc. Prof. Fabian Zhilla, lecturer at Canadian Institute of Technology participated in the OSCE Mediterranean’s annual high-level conference on 12-13 October 2021, organised by the Polish Chair. 

Assoc. Prof. Zhilla contributed to Session I, titled “Strengthening international co-operation in fighting transnational organized crime prompted by the pandemic”. The panel was composed of distinguished scholars and policy makers.

Assoc. Prof. Zhilla referred to his short article “Leviathan of Organised crime”. He noted that “Anti Covid19 policies increased the authoritarianism of the states. As a result, increased authoritarian state control appears to have no effect on the functioning of organised criminal groups in hybrid democracies. A “strong” government in a vacuum of democratic values births pockets of lawless zones which are predated by organised crime.”
